Algiers, Algeria | February 10th, 2025 — In a move underscoring his unwavering commitment to structural reform and national development, President Abdelmadjid Tebboune presided over a Council of Ministers meeting on Sunday. The high-stakes session addressed an array of critical issues, including the new legislative framework governing the mining sector, the reinforcement of mechanisms for supporting women victims of violence, the enhancement of retirement benefits for educators, and a far-reaching strategy to revitalize elite and collective sports in Algeria.
A New Era for Algeria’s Mining Industry
One of the most significant outcomes of the meeting was the conditional approval of the new mining sector legislation. Emphasizing the sector’s strategic importance, President Tebboune underscored the necessity of integrating cutting-edge technologies and scientific solutions to modernize operations and eliminate bureaucratic hurdles. Recognizing Algeria’s vast mineral wealth, particularly in marble, he mandated comprehensive studies to unlock the sector’s full potential while safeguarding resources for future generations.
In a bold policy decision, President Tebboune declared that the exploitation of rare earth minerals would be postponed indefinitely. Describing these resources as a “national heritage,” he insisted they be preserved for future economic contingencies, ensuring intergenerational equity in resource utilization.
Crackdown on Digitalization Roadblocks: Investigation into the ARPCE
Reaffirming his administration’s commitment to accelerating Algeria’s digital transformation, President Tebboune took decisive action against impediments to progress. He ordered an immediate investigative commission to probe the Regulatory Authority for Post and Electronic Communications (ARPCE) over delays in issuing licenses for digitalization equipment intended for the High Commission for Digitalization.
Furthermore, he instructed that digital transformation efforts be prioritized in sectors with significant economic and financial impact, particularly in the management of public and private real estate assets. Stressing that digitalization is a cornerstone of Algeria’s sovereign modernization, he emphasized the necessity of up-to-date, accurate statistics to ensure transparent decision-making.
Unyielding Commitment to Women’s Protection
Turning to social welfare, President Tebboune underscored the imperative of strengthening protections for women victims of violence, regardless of their social or professional status. He tasked the Minister of Justice and the Minister of National Solidarity, in coordination with the Prime Minister, with drafting additional legal mechanisms to reinforce institutional support for vulnerable women. Highlighting the indispensable role of women across various sectors, he reaffirmed the state’s duty to shield them from all forms of violence and marginalization.
Landmark Decision: Maternity Leave Extended to Five Months
In a historic move reinforcing Algeria’s commitment to social equity, President Tebboune announced a significant extension of maternity leave. Effective immediately, maternity leave will increase from three and a half months to five months for all working mothers, marking a major step forward in supporting family welfare and women’s professional stability.
A New Era for Algerian Handball and Elite Sports
Addressing concerns over the decline of collective sports, particularly handball, President Tebboune ordered a comprehensive restructuring of the discipline based on modern scientific principles. He called for the engagement of both national and international experts to revitalize the sport, pledging full state financial and logistical support to restore Algeria’s prestige in handball and other elite sports.
Major Reforms in Education: Lower Retirement Age for Teachers
In a clear acknowledgment of the indispensable role of educators, President Tebboune decreed a three-year reduction in the retirement age for teachers across all educational cycles. Recognizing the immense psychological and physical demands of the profession, he described the measure as a well-earned tribute to those shaping Algeria’s future generations.
Ports to Operate 24/7: A Paradigm Shift in Trade and Logistics
To enhance the efficiency of Algeria’s trade infrastructure, President Tebboune directed the Minister of Transport to overhaul port operations before the end of the month. The sweeping reform mandates a 24-hour operational model, initially implemented in high-traffic economic hubs such as Algiers, Oran, Annaba, Bejaïa, Mostaganem, and Jijel. This strategic move aims to eliminate costly ship waiting times and optimize economic throughput in alignment with Algeria’s broader economic ambitions.
Appointments and Administrative Reshuffles
The session concluded with the ratification of several executive decrees and the approval of high-profile administrative appointments and dismissals, further reinforcing the President’s commitment to governance efficiency and institutional accountability.
