Algiers, Algeria | April 21st, 2025 —  Algeria is in mourning following the death of Professor Walid Laggoune, a highly respected constitutional law expert and member of the Council of the Nation, who passed away on Sunday. The announcement, received with deep sorrow across the national political and academic landscapes, prompted an outpouring of tributes in honour of a man whose legacy marked a significant contribution to the legal and institutional fabric of the country.

President of the Republic, Abdelmadjid Tebboune, issued a solemn message of condolence, praising the late jurist’s dedication to the nation and the profound impact of his work. “It is with hearts resigned to the will of Allah that we have received the sorrowful news of the passing of Professor Walid Laggoune, a prominent member of the presidential third in the Council of the Nation and a leading scholar of constitutional law,” wrote the President.

“In this moment of grief, I extend my sincere condolences to his family, assuring them of my deep compassion, while praying to Almighty Allah to grant the deceased His infinite mercy, welcome him into His vast paradise, and bestow upon his loved ones patience and solace. Verily, to Allah we belong and to Him we shall return.”

Professor Laggoune had been appointed to the Council of the Nation on February 15, 2022, as part of the presidential third. His appointment reflected the trust and recognition he had earned through a distinguished career in academia and public service. He was also an active member of the governmental working group tasked with examining preliminary drafts of the communal and wilaya codes—key legal frameworks that shape local governance in Algeria.

Beyond his political engagements, Professor Laggoune was celebrated in academic circles as one of Algeria’s most insightful constitutional thinkers. A scholar of remarkable intellectual rigour, he mentored generations of students, authored pivotal works, and frequently participated in national debates on governance, rule of law, and constitutional reform.
