President Tebboune Grants Presidential Clemency to 2,471 Inmates for New Year 2025

Algiers, Algeria | December 26th, 2024 — In a landmark gesture to mark the advent of the New Year 2025, Algerian President Abdelmadjid Tebboune has announced a wide-ranging clemency initiative, benefiting 2,471 inmates and individuals with definitive convictions.

Sweeping Measures of Clemency

The Presidential decree outlines three primary categories of clemency:

  1. Full Pardon for Non-Incarcerated Individuals: A complete waiver of sentences has been granted to individuals who are not currently detained but have definitive convictions for offenses carrying penalties of 24 months or less.
  2. Full Pardon for Detained Individuals: A total absolution of sentences applies to detainees with definitive convictions for crimes with sentences of 18 months or less.
  3. Partial Sentence Reductions: For those incarcerated with remaining sentences exceeding 18 months but not exceeding 30 years, an 18-month reduction in their sentences has been enacted.

Special Provisions for Vulnerable Groups

The decree also includes additional clemency measures aimed at specific demographics, reflecting a nuanced approach:

  • Expanded Sentence Reductions: For detainees aged 65 and older, minors, pregnant women, and mothers of children under three years of age, the reduction in sentences is extended to 24 months.
  • Humanitarian Release: Fourteen detainees, definitively convicted of offenses related to public order disturbances, have been granted complete pardons for the remainder of their sentences, marking a notable gesture of reconciliation and national unity.

Exclusions and Limitations

President Tebboune has reaffirmed the exclusion of specific categories of offenses from clemency, as stipulated in the Presidential decree.
