Algiers, Algeria | October 6th, 2024 — In a periodic interview aired across national television and radio platforms, President Abdelmadjid Tebboune underscored the paramount importance of initiating an open and transparent dialogue among all relevant stakeholders. This dialogue is designed to “clear up misunderstandings,” a commitment he reiterated while outlining plans for a national dialogue slated for late 2025 or early 2026. The president emphasized that this forthcoming dialogue is inherently tied to legislative reforms affecting modern state institutions, particularly the local and regional governance codes.
A Foundation for Future Generations
President Tebboune articulated that the forthcoming dialogue is fundamentally linked to the future of upcoming generations, stressing its vital role in safeguarding Algeria from foreign meddling and preventing attempts to incite discord within the nation. He stated, “It is crucial to immunize Algeria against foreign interventions and to counter efforts aimed at inciting fitna.” However, he acknowledged that immediate priorities must be addressed before this dialogue can take place, particularly the urgent need to stabilize the national economy and shield Algeria from the repercussions of global economic fluctuations.
In his vision for a resilient democracy, he asserted that this democratic framework must be devoid of insults, doubts, and provocations—elements he considers incompatible with the very essence of democratic values. “I have had the opportunity to meet with all parties that have genuine representation at the municipal and provincial levels within the framework of dialogue, and we will broaden this engagement,” he affirmed, highlighting his commitment to inclusive governance.
Addressing Misunderstandings and Upholding the Law
President Tebboune further emphasized the significance of dispelling misunderstandings, which he occasionally termed as “unfounded.” He addressed the contentious issue of “prisoners of conscience,” challenging media and political entities to identify individuals who might fall under this classification. He asserted that no individual, irrespective of their status, is exempt from legal accountability for any violation of the law. “They are not penalized for what they have said but for infringing upon the law,” he clarified, underlining his administration’s commitment to the rule of law.
The president reiterated the necessity of continuous dialogue as a fundamental mechanism for protecting Algeria from external interference. He stated emphatically, “It is essential to engage in dialogue, again and again,” reinforcing the notion that constructive communication is indispensable for national stability.
Strengthening Democratic Institutions
Moreover, President Tebboune accentuated the need to respect institutions and combat extremism in all its manifestations. He reiterated that “no country can claim to be democratic or progress economically without guaranteeing the rights of workers.” He also pointed out the importance of establishing clear legal distinctions between trade unions and political parties, acknowledging the historical conflation of these two entities.
The president specifically addressed the impending revisions to legal texts, including the local governance codes and the laws governing political parties, emphasizing his commitment to collaborative efforts with political entities to ensure these reforms embody a consensus-driven approach.
Potential for Early Local and Legislative Elections
Regarding governance and electoral processes, President Tebboune indicated that early local and legislative elections could be on the horizon “if circumstances require it.” However, he stressed that the readiness of the municipal and provincial codes is a prerequisite for such developments. He recognized calls for constitutional and electoral law revisions, asserting the government’s openness to all proposals while ensuring that no one is excluded from the discourse.
President Tebboune underscored the critical nature of local governance, asserting that all these matters will be addressed within the framework of a serious national dialogue that will follow the legal revisions. He reassured that an ongoing dialogue among local authorities includes representation from political parties. “I am open to the opposition’s views regarding municipalities and provinces. The objective is to build a modern state, a commitment I have personally undertaken,” he stated, demonstrating his dedication to inclusive governance.
Through these articulated priorities and commitments, President Tebboune aspires to cultivate a more transparent and cohesive political environment that not only fortifies Algeria’s sovereignty but also lays the groundwork for a sustainable and prosperous future.
