President Tebboune Presides Over Council of Ministers Meeting: Key Directives Spanning Various Sectors

Algiers, Algeria | July 16th, 2024 — On Monday, President Abdelmadjid Tebboune, the President of the Republic, Commander-in-Chief of the Armed Forces, and Minister of National Defense, chaired a meeting of the Council of Ministers. This session was dedicated to addressing significant dossiers and presentations concerning the agricultural and water resources sectors, as well as the arrangements for welcoming the national community residing abroad during the summer season, as indicated by a communiqué from the Council of Ministers.

Key Directives and Strategic Initiatives

1. Acceleration of Desalination Plant Projects: President Tebboune underscored the urgency of expediting the completion of desalination plant projects currently underway. He emphasized the importance of harnessing these large-scale projects to incorporate Algerian expertise, particularly focusing on young professionals. The President directed efforts to encourage local manufacturers of equipment, machinery, mechanical parts, and spare components essential for desalination plants, aiming for enhanced proficiency in the relevant technologies and equipment.

In a strategic move to ensure comprehensive management, the President instructed the Government to establish a major enterprise tasked with overseeing and managing all desalination stations along Algeria’s coastline.

2. National Plan for Oilseed Crops: Highlighting the agricultural sector’s vital role in national sovereignty and dignity, President Tebboune mandated the Minister of Agriculture to pave the way for a new generation of agronomy engineers through small enterprises and start-ups. This initiative aims to spur a significant agricultural revolution towards self-sufficiency.

The President outlined a short-term national strategy to achieve self-sufficiency in three key crops: maize, barley, and durum wheat. He emphasized prioritizing maize cultivation to establish it as a staple in Algerian agriculture, thereby reducing import expenditures. Additionally, the President directed the reallocation of inactive flour mills to engage in animal feed production, leveraging national maize production to positively impact livestock wealth and meat production.

Focusing on agricultural product development, the President highlighted the restructuring of pilot farms to enhance profitability, with particular attention to argan oil production, leveraging Algeria’s substantial potential in this area.

To support young agricultural entrepreneurs, the President ordered the organization of agricultural forums showcasing the State’s continuous support for their projects. He reiterated the necessity of providing all required facilities for farmers and agronomy engineers to acquire essential equipment, including new and used tractors, to boost their efforts.

3. Harvesting Campaign Oversight: President Tebboune mandated that state aid and subsidy beneficiaries must meet specific harvest targets, based on thorough studies and comprehensive surveys to evaluate farmers’ efforts and identify shortcomings. He stressed the importance of stringent control and monitoring of harvesting campaigns, ensuring adherence to deadlines to prevent crop deterioration.

4. Emergency Water Supply Program Implementation: Addressing the pressing issue of water scarcity, President Tebboune insisted on proactive measures in all regions facing water resource shortages. Concurrently, he called for the interconnection of dams on a national scale. Additionally, the President authorized the issuance of permits for well drilling in regions experiencing water scarcity.

Expansion of Strategic Ports

5. Enhancements to the Ports of Djen Djen and Annaba: In a significant directive, President Tebboune instructed the Minister of Public Works, in coordination with the Prime Minister, to establish an Algerian company specializing in large-scale maritime construction projects, focusing on port development. He mandated the expansion of the port of Djen Djen in Jijel to position it as a central Mediterranean hub and accelerate the extension of the port of Annaba, integrating it with the railway network for phosphate transport and commercialization from Bled El Hadba to Annaba.

The President also called for the preparation of a national plan for the expansion of multiple ports to enhance their operational capacities and activities.

This communiqué underscores the strategic orientations of the Algerian government in fostering agricultural development, enhancing water resource management, and upgrading critical infrastructure to support national economic growth and the well-being of the Algerian diaspora.
