Algiers, Algeria | February 11th, 2025 — Algerian President Abdelmadjid Tebboune has officially ratified an extradition treaty with Tunisia, alongside key bilateral agreements with Indonesia, Germany, and Turkey, reinforcing Algeria’s commitment to international legal cooperation and diplomatic engagement.
Extradition Treaty with Tunisia
According to the latest issue of the Official Gazette (Issue No. 08), President Tebboune signed a presidential decree ratifying the Algeria-Tunisia Extradition Treaty, initially signed in Tunis on December 15, 2021. This treaty outlines the legal framework for the extradition of individuals convicted of crimes punishable by at least one year of imprisonment under the laws of both nations. Additionally, extradition requests will only be considered if the remaining sentence exceeds six months at the time of the request.
A critical provision of the treaty ensures its applicability even when the legal classification of crimes differs between the two countries. Furthermore, the agreement prevents the rejection of extradition requests solely on the grounds that the offense in question is categorized as a tax-related crime in the requested state or due to discrepancies in tax and duty regulations between the two nations.
Visa Exemption Agreement with Indonesia
In a parallel move to bolster diplomatic relations, President Tebboune ratified another presidential decree approving the Algeria-Indonesia Agreement on Mutual Visa Exemption for holders of diplomatic and service passports. This agreement, signed in Algiers on December 20, 2023, aims to facilitate diplomatic engagements and enhance bilateral cooperation between the two countries.
Strengthening Partnerships with Germany and Turkey
Earlier this month, President Tebboune ratified two additional cooperation agreements with Germany and Turkey, emphasizing Algeria’s strategic international partnerships.
Algeria-Germany Cultural and Scientific Cooperation Agreement
The Algeria-Germany Agreement on Cultural and Scientific Cooperation, signed on June 13, 2022, establishes a comprehensive framework for enhancing academic and cultural exchanges. A significant aspect of this agreement includes a structured approach to recognizing university degrees, academic certificates, and study durations in both countries. Furthermore, it guarantees the right of Algerian and German residents in each other’s territories to preserve their linguistic, cultural, and traditional heritage.
Algeria-Turkey Memorandum of Understanding on Science, Technology, and Innovation
Meanwhile, the Algeria-Turkey Memorandum of Understanding (MoU) on Science, Technology, and Innovation, signed on May 16, 2022, focuses on fostering scientific collaboration. This MoU facilitates short-term scientific exchanges between researchers and experts from both countries across multiple fields, including:
- Natural sciences
- Engineering and technology
- Medical and health sciences
- Agricultural and veterinary sciences
- Social and human sciences
