President Tebboune to Deliver Annual State of the Nation Address to Joint Parliament Session Today: A New Institutional Tradition Takes Root

ALGIERS- As he completes four years in office, the President of the Republic of Algeria, Mr. Abdelmadjid Tebboune, has initiated the annual “State of the Nation” address, an annual speech to be delivered before both chambers of parliament gathered in a joint session.
This new institutional tradition is slated to take place at the end of each year. For the year 2023, it is scheduled for today, in accordance with Presidential Decree 23-462 of December 19, 2023, summoning parliament to convene in both chambers. The decree states that parliament is convened, in both chambers jointly, on December 25, 2023, with the agenda of the extraordinary session including the opening of the session and the President’s address.
The parliamentary session, as per the decree, concludes after the agenda is exhausted, following the conclusion of the President’s speech.
When contacted by Algeria Aujourd’hui, Farès Rahmani, the deputy for the fourth zone of Algerians abroad, praised “an initiative capable of rehabilitating the role of the parliamentary institution.” Parliamentary Opinions
On her part, Leila Elyazidi, a deputy from Algiers for the El-Moustaqbal Front, believes that the “State of the Nation” address is “a good initiative that enhances the role of elected officials and gives them more weight.”
Evidently, the establishment of the “State of the Nation” address is well-received by members of the People’s National Assembly (APN). Ahmed Rebhi, a deputy from the National Liberation Front in the Djelfa province, also speaks of a “rehabilitation of the parliamentary institution” that has “accompanied the institutional recovery led by the president.” “It is the first time in a very long time that the two chambers have not been convened in a joint session. This is a tradition that reflects the president’s interest in elected officials and in parliament as an institution. We can only welcome such an initiative,” adds the parliamentarian.
The sentiment is echoed in the Senate, where the “State of the Nation” address also leaves a positive impression. Senator Mohamed Amine Sahli from Algiers describes the establishment of the president’s address before both chambers as a “commendable ritual.” “It is an initiative that we applaud as parliamentarians. The president has been commendatory towards parliament in his recent statements to the press. After four years at the helm of the country, the assessment is positive, given the particular circumstances that marked this term. There is always work to be done, but overall, it is positive,” he stated.
In his address, the President of the Republic will review the achievements of the past year, provide updates on the political, economic, and social situation, as well as the foreign policy of the country, while projecting into the prospects for the coming year. As it is the “State of the Nation” address that the president will deliver, it will encompass a comprehensive review of his four years in the first term as the country’s leader.
