Algiers, Algeria | December 30th, 2024 — In a powerful speech delivered on Sunday at the Palace of Nations in Algiers, President Abdelmadjid Tebboune presented a comprehensive roadmap outlining Algeria’s political, economic, and social trajectory for the upcoming years. Among the key priorities outlined, Tebboune placed a strong emphasis on two main areas: protecting the dignity of the Algerian people and improving their living conditions, alongside the continued expansion of long-term development programs designed to foster socio-economic stability. These objectives are firmly rooted in the promises made during his first term and signify a more ambitious phase in Algeria’s journey toward modernization.
Political Dialogue and Legal Reforms
A cornerstone of Tebboune’s strategy is the launching of a “profound and inclusive national dialogue,” intended to address Algeria’s internal challenges and provide a platform for political and social reconciliation. Initially scheduled for late 2025 or early 2026, the dialogue could be accelerated, reflecting calls from various political groups who argue that the current geopolitical situation demands a timely resolution.
President Tebboune explained that the dialogue would begin with the revision of local governance laws, aiming to rebuild the legal foundation of the state on solid ground. Furthermore, he confirmed that a new law governing political parties would be introduced, with a draft to be finalized by early next year. These reforms are expected to significantly reshape Algeria’s political landscape, ensuring that future political actions align with the nation’s evolving needs.
Unyielding Fight Against Corruption
Tebboune reaffirmed his government’s steadfast commitment to eradicating corruption at all levels, a battle he vowed to continue “until the last breath.” Citing progress in judicial reforms, the President highlighted significant efforts to restore public trust in the justice system, with the ultimate aim of holding accountable those who threaten the integrity of the state.
Economic Vision and Ambitious Goals
On the economic front, the President’s speech revealed a detailed and ambitious roadmap for Algeria’s economic growth in his second term. Central to his plan are the construction of two million new housing units and the creation of 450,000 new jobs. Tebboune proudly proclaimed that Algeria has overcome significant economic hurdles and is now embarking on a new development phase focused on diversification and fostering free enterprise. He pointed to positive evaluations from the World Bank and International Monetary Fund as evidence of Algeria’s growing economic stability.
Tebboune highlighted Algeria’s impressive economic growth, citing a 4.1% GDP growth last year, with projections indicating a growth rate of 3.9% or 4% this year. He emphasized the role of small and medium-sized enterprises (SMEs) and startups, which have flourished under his administration, with over 9,500 new startups launched in the country. Algeria now ranks among Africa’s leading nations in terms of entrepreneurial dynamism, as evidenced by a recent African conference hosted in Algiers, which brought together over 500 startups.
Investment, Infrastructure, and Energy Independence
Regarding investment, the President outlined Algeria’s emergence as an investment hub, with thousands of projects valued at 450,000 billion DZD registered through the Algerian Investment Promotion Agency. He projected that Algeria would complete at least 20,000 investment projects before the end of his current term.
In the realm of infrastructure, Tebboune detailed major projects such as railway expansions and port development, especially in support of the mining industry. He announced that the first shipments of products from the Gara Djebilet mine would depart from the port of Oran by late 2025 or early 2026, signaling the beginning of Algeria’s mining sector boom.
Moreover, Algeria’s efforts to achieve energy independence were highlighted, with the country now producing an electricity surplus of 12,000 MW, part of which is being exported to Europe. Tebboune also emphasized the role of desalination and treated wastewater in bolstering the nation’s water resources, positioning Algeria as a leader in the Mediterranean region in these areas.
Social Commitments and Future Challenges
Tebboune made it clear that social welfare remains a top priority. His administration has already made significant strides in increasing the purchasing power of Algerians, raising salaries by 47%. The President further promised continued increases in salaries and unemployment benefits, bolstered by a projected rise in state revenues.
In the housing sector, Tebboune reiterated his firm commitment to combating informal settlements and ensuring that new homes are built using domestically produced materials. He expressed confidence that Algeria’s future lies in self-sufficiency, noting that the country now produces 100% of its construction materials locally.
