President Tebboune’s Firm Instructions to Government on Insurance, Beach Access, Tourism Investments, and Fiber Optic Manufacturing

Algiers, Algeria | May 23, 2024 — President Abdelmadjid Tebboune, the commander-in-chief of the armed forces and minister of national defense, chaired a Council of Ministers meeting on Wednesday to discuss a draft law on insurance and presentations related to various sectors, according to a communiqué from the Council.
Key Instructions and Directives from President Tebboune:
1. Draft Law on Insurance:
– The draft law on insurance was postponed for further review to ensure more precise organization in line with President Tebboune’s high directives:
– The insurance sector is closely tied to national sovereignty, and the draft law must be free of flaws to avoid past methods that harmed the public treasury.
– Continuous and periodic monitoring of insurance company activities is mandatory.
– Emphasis should be placed on service quality rather than easy methods of fund collection and quick profits.
– Expanding insurance domains to include additional specialties is crucial.
– The draft law should require insurance company owners to reside on Algerian soil.
2. Preparations for the Summer Season 2024 and Welcoming Algerians Abroad:
– Establishment of a National Commission to facilitate investments in new tourist structures, especially in coastal areas that lack facilities but have natural tourist attractions.
– Prices should be revised to be affordable for Algerian families to promote domestic tourism.
– Strict enforcement of laws against any form of seasonal brokerage on beaches, with absolute adherence to the principle of free beach access along the Algerian coastline.
3. Progress on the Gara Djebilet Mining Project and Railway Line (Béchar-Tindouf-Gara Djebilet):
– President Tebboune commended the significant progress in the Gara Djebilet mine project, including the selection of the site for the iron ore processing plant in Béchar, the initiation of another processing plant in Gara Djebilet, and ongoing work on a pre-treatment unit in Tindouf, launched in 2023.
4. Bled El Hadba Phosphate Mine and Railway Line (Bled El Hadba-Oued Kebrit-Port of Annaba):
– Satisfaction with the steady progress of the works, ensuring the project’s completion and operational start within the designated timeframe.
5. Construction of Grain Storage Silos:
– President Tebboune highlighted the positive progress and emphasized the importance of completing all work within the deadlines.
6. Fiber Optic Deployment:
– Continuous progress in the national fiber optic connection must be maintained.
– Local production of fiber optics should begin alongside its widespread deployment and financing.
– Efforts to diversify internet service providers are necessary.
– All technical measures should be taken to ensure uninterrupted internet connection in case of failures, particularly those due to natural causes.
– Necessary precautions in cybersecurity should be enforced, including regular maintenance and technical inspections of submarine cables and central networks.
The Council of Ministers also approved decrees regarding appointments and terminations in senior state positions.
