Reviving and Launching Major Projects
President Tebboune’s visit underscored his administration’s dedication to revitalizing stalled, frozen, or canceled projects. This commitment is particularly significant for Tizi Ouzou, where the President previously served as the region’s head from July 29, 1989, to August 21, 1991. During his tenure, he championed participatory management, involving neighborhood and village committees in housing distribution and city management.
Since 2019, numerous projects have been rejuvenated, starting with the de-isolation program for shadow zones. This initiative has benefited 402 localities across 48 communes, resulting in 1,179 projects worth 10.29 billion DZD, impacting 229,000 residents. These efforts laid the groundwork for the subsequent revival of more significant structural projects.
Inaugurating the Hocine Aït Ahmed Stadium
One of the most notable projects is the Hocine Aït Ahmed Stadium, a 50,000-seat arena. This project had faced numerous delays and was often halted. It took President Tebboune’s decisive action to entrust the project to the construction sector, leading to its completion. Although there were issues with the pitch last summer, the stadium is now fully operational. Before its completion, President Tebboune named the stadium after Hocine Aït Ahmed, ending all speculation about its designation.
Boosting Industrial Zones and Housing
The industrial zones of Draâ El Mizan and Souamam have also been reinvigorated, with substantial funds allocated for their development in June. Solutions are being sought for land disputes in Souamam, ensuring these zones’ full operational capacity.
The housing sector, which had experienced a slowdown, has seen a remarkable resurgence. Over the past four years, more than 14,000 housing units have been distributed across various segments, including the highly favored rural housing model in Kabylie. Additionally, thousands of other housing projects have been restarted, with significant progress noted. For instance, the Imlel housing complex, comprising 2,500 units and accompanying facilities, is set to be inaugurated soon.
With a public housing stock of 486,637 units, including 210,206 in rural areas, Tizi Ouzou boasts a housing occupancy rate of 2.84 persons per unit, compared to the national average of five.
Ensuring Water Security
Water security is a top priority for President Tebboune, reflected in his efforts to ensure the provision of potable water to all citizens. The Aït Chaafa desalination plant project, initially frozen, has been revived. This plant, located in Azeffoun, will produce 300,000 cubic meters of water per day. Similarly, the Tamda Ouguemoun project in Tigzirt has seen the installation of contractors.
These projects were highlighted in a ministerial council agenda. Alongside the Aït Chaafa and Tamda Ouguemoun plants, the revival of the Sidi Khelifa dam, the completion of the Souk Tletha dam, and the transfer of water from Sébaou to the Taksebt dam are underway. Crucially, the Tichy-Haf dam in Bejaïa, which had stalled since 2017, has begun transferring water to Bouzeguène, ensuring water security for Tizi Ouzou.
