Algiers, Algeria | July 11th, 2024 — On Wednesday, President Abdelmadjid Tebboune embarked on a highly anticipated visit to Tizi Ouzou, highlighting the region’s unprecedented development since his administration began. This visit was marked by significant inaugurations and the launch of several vital projects, including the Hocine Aït Ahmed Stadium and a new medical complex comprising a university hospital center (CHU), a medical school, and a mother-child hospital.
Warm Popular Welcome for President Tebboune in Tizi Ouzou: A Testament to Public Support
President Abdelmadjid Tebboune received an enthusiastic and warm welcome from the people and prominent figures of Tizi Ouzou during his working and inspection visit to the wilaya. The main streets of Tizi Ouzou were lined with citizens waving the national flag and holding signs that expressed their heartfelt greetings to the President and acknowledged his dedication to the region’s development. People from various communes within the wilaya gathered along the primary arteries of the city, demonstrating their support and admiration for President Tebboune.
During his walk along Saïd Amirouche Boulevard, President Tebboune engaged in conversations with numerous citizens who expressed their pride in his visit and their unwavering support for his initiatives aimed at fostering development, progress, and prosperity in the country. They applauded the President’s commitment to maintaining the state’s social character and fulfilling significant projects across various sectors for the benefit of the nation and its citizens.
President Tebboune Engages with Key Figures and Civil Society in Tizi Ouzou
President Abdelmadjid Tebboune held significant discussions with prominent figures and civil society representatives from the wilaya. Attentively addressing the concerns of these civil society members and local officials, President Tebboune reiterated his profound respect and admiration for Tizi Ouzou, acknowledging the substantial sacrifices its people made during the resistance against French colonial rule.
Honoring Historical Legacies and Contributions
During his interactions, President Tebboune underscored the courageous efforts of historical figures such as Lalla Fatma N’Soumer and Boubaghla, highlighting that Tizi Ouzou has been home to numerous valiant individuals who played critical roles in Algeria’s liberation. He honored the contributions of key figures like Ali Zamoum, Si Sadek Dehilès, and Abdelhafid Yaha, recognizing their essential roles in the independence movement.
President Tebboune expressed his gratitude for the warm reception he received from the citizens of this “great moudjahida wilaya,” a region with which he has a deep and long-standing connection. Having previously served as its head from July 29, 1989, to August 21, 1991, he developed a profound understanding and appreciation for the people and culture of Tizi Ouzou.
Mutual Respect and Commitment to Development
President Tebboune noted that the enthusiastic welcome he received reflects the strong bond between the people of Tizi Ouzou and the national leadership. He emphasized the mutual respect and shared commitment to development and prosperity between himself and the vibrant community of Tizi Ouzou. This visit and his interactions with local figures further reinforced the ongoing efforts to promote growth and enhance living conditions in the region.
Reviving and Launching Major Projects
President Tebboune’s visit underscored his administration’s dedication to revitalizing stalled, frozen, or canceled projects. This commitment is particularly significant for Tizi Ouzou, where the President previously served as the region’s head from July 29, 1989, to August 21, 1991. During his tenure, he championed participatory management, involving neighborhood and village committees in housing distribution and city management.
Since 2019, numerous projects have been rejuvenated, starting with the de-isolation program for shadow zones. This initiative has benefited 402 localities across 48 communes, resulting in 1,179 projects worth 10.29 billion DZD, impacting 229,000 residents. These efforts laid the groundwork for the subsequent revival of more significant structural projects.
Inaugurating the Hocine Aït Ahmed Stadium
One of the most notable projects is the Hocine Aït Ahmed Stadium, a 50,000-seat arena. This project had faced numerous delays and was often halted. It took President Tebboune’s decisive action to entrust the project to the construction sector, leading to its completion. Although there were issues with the pitch last summer, the stadium is now fully operational. Before its completion, President Tebboune named the stadium after Hocine Aït Ahmed, ending all speculation about its designation.
Boosting Industrial Zones and Housing
The industrial zones of Draâ El Mizan and Souamam have also been reinvigorated, with substantial funds allocated for their development in June. Solutions are being sought for land disputes in Souamam, ensuring these zones’ full operational capacity.
The housing sector, which had experienced a slowdown, has seen a remarkable resurgence. Over the past four years, more than 14,000 housing units have been distributed across various segments, including the highly favored rural housing model in Kabylie. Additionally, thousands of other housing projects have been restarted, with significant progress noted. For instance, the Imlel housing complex, comprising 2,500 units and accompanying facilities, is set to be inaugurated soon.
With a public housing stock of 486,637 units, including 210,206 in rural areas, Tizi Ouzou boasts a housing occupancy rate of 2.84 persons per unit, compared to the national average of five.
Ensuring Water Security
Water security is a top priority for President Tebboune, reflected in his efforts to ensure the provision of potable water to all citizens. The Aït Chaafa desalination plant project, initially frozen, has been revived. This plant, located in Azeffoun, will produce 300,000 cubic meters of water per day. Similarly, the Tamda Ouguemoun project in Tigzirt has seen the installation of contractors.
These projects were highlighted in a ministerial council agenda. Alongside the Aït Chaafa and Tamda Ouguemoun plants, the revival of the Sidi Khelifa dam, the completion of the Souk Tletha dam, and the transfer of water from Sébaou to the Taksebt dam are underway. Crucially, the Tichy-Haf dam in Bejaïa, which had stalled since 2017, has begun transferring water to Bouzeguène, ensuring water security for Tizi Ouzou.
