Algiers- Algeria, May 7, 2024 – In the wake of the Minister of Housing, Urbanism, and the City’s statements at the opening of the 26th edition of the International Building, Construction Materials, and Public Works Exhibition (Batimatec 2024), Reda Bouarioua, Director General of Construction and Implementation Means at the Ministry of Housing, shed light on the ongoing preparations for the AADL 3 program.
Bouarioua emphasized, “Preparations are ongoing to ensure the smooth execution of this operation. Sector officials are exploring all options to guarantee its success. This program is eagerly awaited by citizens nationwide, and I want to reassure them that everything is in place for its success.”
Addressing the income threshold for qualification for the AADL 3 program during an interview on Echorouk News, Bouarioua clarified, “The AADL rental-purchase formula targets citizens with monthly incomes ranging from 24,000 DA to six times the national minimum wage (SNMG), which is 120,000 DA. Additionally, subscribers (the applicant or their spouse) must not own other real estate properties.” The AADL formula, launched in 2001, has been particularly successful, especially among lower-income families.
Bouarioua stressed, “The housing units will be built using locally sourced building materials.” He added, “Quality is a top priority for the ministry, alongside the large number of housing units being distributed. All projects will utilize certified, locally sourced building materials meeting international standards.”
Explaining the quality control measures, Bouarioua stated, “We ensure that the work is carried out meticulously, with strict adherence to technical specifications outlined in the contracts. The materials used are subject to inspection to ensure they meet the highest standards, ensuring the housing units are delivered in optimal condition.”
In conclusion, Bouarioua highlighted the efforts to ensure the success of the AADL 3 program. “The Minister has introduced the 3×8 work system, requiring companies to adopt this method to expedite work and meet deadlines,” he said. “We also encourage the adoption of new techniques to save time. Thanks to these measures, some projects have been completed within a year or a year and a half. Drawing from our experience with AADL 1 and AADL 2, we are well-equipped to manage this new program efficiently, ensuring timely completion to the satisfaction of subscribers,” Bouarioua affirmed.
