It was thought that the “Kader” or “Portrait” phenomenon—a term used to describe the excessive display of portraits of political leaders—had vanished with President Tebboune’s rise to power in 2019. His administration was characterized by the elimination of personality cults, fostering democratic governance, and rejecting undue reverence. Tebboune notably abolished the use of the title “His Excellency,” restoring dignity and pride to Algerian citizens, who had been inundated with this term in news broadcasts and official communications for two decades. This term had ingrained a sense of subservience and inappropriate veneration of individuals, whereas leaders—whether presidents, ministers, governors, mayors, or high-ranking officials—are merely citizens entrusted by the nation to serve, with their roles being responsibilities rather than honors.
Current Concerns and Presidential Discontent
Recent developments, particularly as Algeria prepares for the upcoming presidential race, have revealed troubling signs. There have been reports of oversized portraits of the President being displayed, and “kaders” being set up in meeting halls and conferences without any political, promotional, or protocol justification. These actions, reminiscent of bygone days, have reached the attention of those in the presidential office, causing considerable discontent.
Such negative indicators are not indicative of genuine support or endorsement; rather, they tarnish the image Algeria has rebuilt over recent years. The country has regained its dignity and the respect of its citizens, reclaimed the proper functioning of its institutions, and distanced itself from unconstitutional forces that once thrived on these outdated practices. Those attempting to resurrect these tactics for political gain must understand that they are misaligned with the principles of the new Algeria.
Rejection of “His Excellency” and Folkloric Practices
President Tebboune himself removed the term “His Excellency” from the lexicon of the New Algeria, repeatedly voicing his rejection of such theatrics. The President’s image, alongside the national flag, is a state symbol, governed by laws and strict protocol regarding its display.
Early in his presidency, Tebboune issued strict directives to halt such practices and end misplaced honors and ceremonies. It is imperative for all, including intellectuals, officials, supporters, and sympathizers, to abandon these repulsive behaviors. The new Algeria has definitively moved away from the era of “kader” and folkloric honors.
The President’s call is a reminder of the need for integrity and genuine service to the nation. The focus should remain on serving the public with dignity and respect, fostering a democratic environment free from the shadows of the past.
