Shaping Africa’s Future: Algeria Hosts High-Level Seminar on Peace and Security in Oran

Algiers, Algeria | December 1st, 2024 — Under the leadership of Algerian Foreign Minister Ahmed Attaf, the 11th High-Level Seminar on Peace and Security in Africa kicked off on Sunday in Oran, reaffirming Algeria’s pivotal role in advocating for African unity and collective solutions to the continent’s pressing challenges. The seminar, a cornerstone of the institutionalized “Oran Process,” brought together prominent African and global stakeholders to address issues vital to the continent’s stability and influence on the global stage.

A Vision of Unity and Strength

During the opening session, Attaf conveyed a message from President Abdelmadjid Tebboune, emphasizing Algeria’s unwavering commitment to fostering African solidarity and its proactive role in addressing peace and security challenges. The gathering attracted key figures, including Selma Bakhta Mansouri, Algeria’s Secretary of State for African Affairs, members of the African Union’s Peace and Security Council, the A3 group (comprising current, incoming, and outgoing African members of the UN Security Council), and the Republic of Guyana, representing the A3+1 mechanism. Representatives from the African Union Commission, the United Nations, and other international partners also attended.

Strategic Themes Addressing Africa’s Future

The seminar explored critical issues, particularly enhancing coordination between the African Union Peace and Security Council and the A3 to amplify Africa’s voice within the UN Security Council. Participants deliberated on crafting unified positions on peace and security, a fundamental step in asserting Africa’s global influence.

Key discussions also revolved around combating terrorism and violent extremism. The seminar underscored the importance of strengthening the integrated capacities of African states, with a focus on the African Union Centre for the Study and Research on Terrorism (ACSRT), marking its 20th anniversary.

Another pivotal topic was the implementation of the “Pact for the Future,” adopted during the recent United Nations General Assembly. Specific emphasis was placed on reforming the UN Security Council and operationalizing Resolution 2719 concerning the financing of African Union-led peace support operations.

Algeria’s Leading Role: Host and Advocate

As both host and member of the A3 group in the UN Security Council for the 2024-2025 period, Algeria demonstrated its dual commitment to driving African-led initiatives and creating platforms for collective action. This seminar, part of Algeria’s broader diplomatic strategy, reinforces its leadership in advancing African priorities on the global stage.

Through this session, Algeria highlighted the enduring relevance of the Oran Process as a blueprint for African diplomacy, aiming to foster stronger multilateral cooperation and regional stability. By championing “African solutions to African problems,” Algeria seeks to ensure the continent’s collective strength in navigating global complexities.

This year’s seminar reiterates Algeria’s dedication to its founding principles of unity and mutual support across the African continent.
