SNAPAP Hails Contract-Based Employment for Doctoral Holders, Calls for Greater Attention to Employed Doctoral Researchers

Algiers, Algeria | January 16th, 2025 — The National Union of Public Administration Personnel (SNAPAP) has issued a statement praising the recent executive decree regarding the employment of non-tenured doctoral holders, which enables them to engage in research activities through contractual work in research entities. This decision has been lauded as a significant step toward resolving the ongoing issue of unemployment among PhD holders by providing structured, contract-based opportunities within Algeria’s research landscape.

According to the decree, the contract is set for a period of three years, renewable once, with a financial compensation package of 60,000 Algerian Dinars, comprising 40,000 Dinars as a fixed salary, and 20,000 Dinars paid quarterly as a financial reward. SNAPAP has called this arrangement the ideal solution for tackling the issue of unemployed doctoral graduates, emphasizing its alignment with the country’s educational and labor market needs.

The union’s statement expressed gratitude to Algeria’s highest authorities, particularly President Abdelmadjid Tebboune and the Minister of Higher Education and Scientific Research, Kamel Baddari, for their strategic leadership in addressing this critical issue. SNAPAP also recognized the wisdom of Minister Baddari in organizing doctoral competitions under the new doctoral schools system, which allows for collaboration with institutions under a contract model. This initiative is viewed as an effective way to reduce the number of unemployed PhDs and better match academic output with labor market demands, in line with the evolving requirements of the country’s fourth-generation universities.

While the union celebrates these advancements, it has called on the government to turn its attention to employed doctoral researchers (PhDs already holding employment), urging authorities to support this group by finding solutions that fit within Algeria’s legal frameworks and sectoral capabilities. SNAPAP suggests that addressing this issue could lead to the creation of significant job opportunities for other categories of higher education graduates, such as those holding Bachelor’s and Master’s degrees.

Additionally, SNAPAP advocates for bolstering continuous training universities by introducing new specializations that currently do not exist, thereby creating employment opportunities for employed doctoral researchers who might otherwise be compelled to seek work in other sectors. The union underscores that such measures would contribute to achieving greater job market equilibrium, ensuring that jobs are distributed based on competency and academic credentials, ultimately benefiting society and meeting its social and employment needs.

This call for comprehensive reform highlights SNAPAP’s commitment to enhancing the academic workforce, advocating for policies that ensure employment equity for all categories of doctoral holders, and fostering sustainable solutions to unemployment challenges in Algeria’s evolving economy.
