ALGIERS- As President Abdelmadjid Tebboune completes four years at the helm of the nation, his communication style has set him apart from his predecessors. Introducing a departure from tradition, President Tebboune has instituted an annual address delivered before both chambers of Parliament—an unprecedented move since the speech delivered by the late Houari Boumediene before parliamentarians in 1977.
This annual address provides the President with the opportunity to reflect on the achievements of the concluding year, assess the political, economic, and social landscape, review the country’s foreign policy, and outline prospects for the coming year.
President Tebboune’s leadership has yielded substantial accomplishments, particularly in the enhancement of citizens’ living conditions, a top priority he reiterated in his recent address before the combined chambers.
In pursuit of this goal, President Tebboune has initiated an ambitious program to fortify social achievements, focusing on meeting the basic needs and services of citizens while emphasizing the improvement of service quality. These measures aim to address global challenges confronting the state’s social policies, necessitating persistent efforts to devise optimal approaches and practices to enhance subsidy mechanisms and promote social protection, especially for vulnerable and underprivileged segments of the population.
Public policies in recent years have been directed towards supporting citizens’ purchasing power by raising salaries for over 2.8 million civil servants and contractual employees. The government has also prioritized enhancing fiscal justice and ensuring the coverage of basic needs, particularly for vulnerable groups.
Other initiatives include the strengthening of various social assistance programs, such as increasing pensions for individuals with specific needs and those in need, as well as enhancing the performance of the Alimony Fund for divorced women with custody of children.
In 2023, projects were developed to revise the special statutes of employees in the health, national education, and higher education sectors, alongside ongoing efforts to enhance the indemnity regime for employees in 23 southern provinces.
Further underlining the commitment to citizens, the unemployment allowance has been increased from 13,000 DA to 15,000 DA per month, demonstrating a comprehensive approach to improving the welfare of Algerian citizens.
