Strengthening Regional Energy Cooperation: Arkab’s Key Discussions with Egypt, Libya Ahead of OPAEP Meeting

Algiers, Algeria | December 15th, 2024 — In the lead-up to the 13th meeting of the Organization of Arab Petroleum Exporting Countries (OPAEP) Council of Ministers, Algeria’s Minister of Energy, Mines, and Renewable Energy, Mohamed Arkab, engaged in discussions with his Egyptian and Libyan counterparts in Kuwait. These high-level talks, held on Sunday, focused on expanding bilateral cooperation in key energy sectors, including hydrocarbons, mining, and renewable energy.

During his meeting with Egypt’s Minister of Petroleum and Mineral Resources, Karim Ibrahim Ali Badawi, Arkab emphasized the historic and exemplary nature of the Algeria-Egypt partnership. The ministers discussed strengthening cooperation in energy, mining, and renewables, exploring significant opportunities for investment and partnership in hydrocarbon exploration, field development, refining, petrochemicals, and the commercialization of liquefied natural gas (LNG) and liquefied petroleum gas (LPG). Arkab encouraged Egyptian companies to capitalize on Algeria’s new hydrocarbons law, which offers a range of incentives for foreign investments.

The Egyptian minister expressed his appreciation for the strong fraternal ties between the two nations, highlighting the intensified collaboration in energy and mining following the official visit of Algerian President Abdelmadjid Tebboune to Egypt. Both ministers also noted the potential for joint ventures in the mining sector, particularly in phosphate transformation industries and fertilizer production, as well as knowledge exchange initiatives.

Arkab also held an important meeting with Libya’s interim Minister of Oil and Gas, Khalifa Rajab Abdel-Sadiq, where they discussed cooperation prospects in the oil and electricity sectors. With Sonatrach’s growing role in Libya, the discussions centered on expanding activities in oil services and training. The ministers also explored ways to strengthen the collaboration between Libya’s General Electric Company (GECOL) and Algeria’s Sonelgaz, focusing on the electrical grid interconnection between the two countries. The robust ties between Algeria and Libya, particularly in the energy sector, were further underscored in their talks.

These strategic meetings demonstrate Algeria’s commitment to fostering regional partnerships and leveraging its position as a key player in the global energy market. The discussions are expected to contribute significantly to the growth of energy infrastructure and investment in the region, benefiting all involved parties.

As OPAEP’s 13th ministerial meeting looms, these diplomatic engagements set the stage for broader collaboration across the Arab world, aligning with the organization’s goals of promoting energy security, investment, and sustainable development.
