Algiers, Algeria | December 18th, 2024 — The Algerian Academy of Sciences and Technologies (AAST) held its third General Assembly on Tuesday in Algiers, marking a pivotal step in its mission to enhance the synergy between scientific research and policy-making. The event highlighted the Academy’s growing influence in shaping Algeria’s developmental strategies, culminating in a proposal to forge an innovative partnership with the Parliament.
Recognition of Excellence: A Focus on Young Researchers
The General Assembly commenced with the Young Algerian Researcher Award, which this year was bestowed upon Abdelmoumen Anis Bousahla, a civil engineering expert at the University of Sidi Bel Abbès. This accolade, accompanied by a financial prize of 2 million Algerian dinars, underscores the Academy’s commitment to nurturing homegrown scientific talent.
Professor Hafid Aourag was named Honorary President for the session, adding a distinguished presence to the proceedings. In his address, Mohamed Hichem Kara, President of the AAST, emphasized the Academy’s significant strides under recently enacted regulatory frameworks. Kara highlighted the Academy’s expanding influence, citing the appointment of new members, the establishment of initiatives like the Young Researchers’ Prize, and the publication of thematic notes submitted to the President of the Republic. These reports address critical national issues such as strengthening African scientific cooperation, generative artificial intelligence, and doctoral training challenges.
Kara further commended the vital support provided by the Algerian Economic Renewal Council (CREA), which sponsored the Young Researchers’ Prize, demonstrating the collaborative spirit needed to foster scientific advancement.
Building a Bridge Between Science and Legislation
A defining feature of the assembly was Kara’s ambitious call to bring the Academy closer to the legislative body. He proposed the creation of a Parliamentary Body for Scientific and Technological Options, which would facilitate evidence-based decision-making by Parliament.
“It may seem bold to unite two institutions as distinct as the Academy and Parliament, but experience shows that legislators need robust scientific data to evaluate government decisions in alignment with national scientific policies,” Kara asserted.
This body would serve as a consultative framework, capable of preparing reports requested by specialized committees within the People’s National Assembly (APN) or the Council of the Nation. Such an initiative aims to ensure that Algeria’s political, economic, and social strategies are informed by cutting-edge research and technological insights.
Driving Economic and Technological Progress
CREA President Kamel Moula underscored the Academy’s vital role in addressing the technological and economic challenges faced by Algerian industries. He highlighted the Academy’s mandate to advance science and technology, emphasizing its importance in fostering societal impact and achieving national development goals.
Moula’s sentiments were echoed by the Academy’s efforts to galvanize national and international expertise, inviting collaboration from all Algerian competencies—resident or expatriate—to contribute to its mission.

The session also celebrated the contributions of Professor Hafid Aourag and Kamel Moula, recognizing their pivotal roles in promoting science, knowledge, and technological progress in Algeria.
