Algerian Ministries of Finance, Housing Sign Cooperation Agreement for Data Exchange

Enhancing Transparency and Efficiency in Real Estate and Housing Sectors

ALGIERS- In a significant development aimed at bolstering collaboration and digital integration, the Algerian Ministries of Finance and Housing, Urbanism, and the City signed a cooperation agreement on Thursday in Algiers. This pact, geared towards facilitating the exchange of digital data and information, marks a pivotal step in streamlining processes within the real estate and housing sectors.

The signing ceremony, held at the Ministry of Finance, was co-chaired by the Minister of Finance, Laaziz Faid, and the Minister of Housing, Urbanism, and the City, Mohamed Tarek Belaribi. Attending the event were distinguished guests including the Minister of Transport, Mohamed El Habib Zahana, the Director-General of the National Housing Bank, the President of the National Chamber of Notaries, and directors from both ministries.

In his address, Minister Faid underscored the significance of the agreement, highlighting its potential to empower the housing sector through access to comprehensive data related to land registry and property ownership. He emphasized that leveraging data from the central database, hosted at the Data Center, would enable precise assessment of the financial status of housing applicants across various government-subsidized programs. This approach, Faid noted, aligns with the government’s commitment to transparency and ensures that subsidies reach their intended beneficiaries.

Moreover, Minister Faid emphasized that the initiative is part of broader digitization efforts aimed at enhancing public service performance and optimizing the country’s resources. He referenced a recent agreement with the Ministry of Foreign Affairs and the National Community Abroad, which focuses on exchanging data concerning state-owned properties located outside the national territory.

Echoing Faid’s sentiments, Minister Belaribi emphasized the pivotal role of cooperation between the two ministries, particularly as the housing sector prepares to launch the construction of 460,000 units under various programs outlined in the 2024 budget law. He highlighted the importance of stringent oversight to combat fraud in housing allocation and ensure equitable distribution of subsidies, thereby upholding principles of social justice.

In addition to the cooperation agreement, the officials unveiled the official launch of the “Espace Algérie” geographical portal. Designed as a specialized real estate search engine, the portal aims to streamline access to property information, facilitate decision-making in urban planning, and promote inter-ministerial data exchange. Initial services will be rolled out in Algiers before expanding nationwide, offering citizens and professionals access to essential documents and services related to property ownership and land registration.

The announcement of upcoming services, including the ability to request cadastre documents and track application status, underscores the government’s commitment to leveraging technology for efficient public service delivery. Furthermore, the integration of electronic payment solutions will enhance convenience and accessibility for users, marking a significant stride towards modernization and digitization in Algeria’s real estate and housing sectors.
